Dr. Ballard-Blakes is the Executive Administrator for Check1 Entertainment and the Executive Director for “Pep Rally for Peace in the Streets (PRPIS)” and has been a guest speaker at several Outreach programs in support of PRPIS. She was a Keynote Speaker for the Prince George’s County Maryland Alzheimer’s Awareness Rally and the Chamber of Commerce in Camden, SC on Elderly Caregiving. She has also spoken at several Churches, Libraries, book signings, Senior Centers and community gatherings on Alzheimer’s, Dementia, and Elderly Caregiving. Dr. Ballard-Blakes is an AARP Virginia Diversity Volunteer, a member of the AARP Brain Health Speakers Bureau and Alzheimer’s Association National Capital Chapter Committee Member, and Dementia Friendly American (DFA) County Leads Committee Member. Dr. Ballard-Blakes is a published Author of the book “Give Your Parents a Standing Ovation, For Caregivers of Elderly Parents”.
Dr. Ballard-Blakes serves on the faculty of Webster University as an Adjunct Professor where she has over 16 years facilitating Security Programs and Management courses. She was nominated for the 2016 Kemper Outstanding Teacher Award. Dr. Ballard-Blakes was awarded the Webster University 2016 National Capital Region Faculty Member of the Year Award for Excellence in Teaching and Service. She also serves the US Federal Deposit Insurance Corporation as a Personnel Security Adjudication Subject Matter Expert (SME) for all US Federal Deposit Insurance Corporation field offices, as well as served as a Personnel Security Adjudication Expert SME for the 94 US Attorney's offices. Dr. Ballard-Blakes previously served the Executive Office of the U.S. Attorney's as Chief, Personnel Security. Her extensive Personnel Security expertise is often sought after to be a guest speaker at several conferences, workshops, and courses (i.e., Federal Government Oversight Manager’s Courses and Administrator Officer’s Conferences & US Attorney's Conferences).
Dr. Ballard-Blakes served as a Senior Personnel Security Specialist Instructor for the Defense Security Service, Center for Development of Security Excellence. She was responsible for developing Personnel Security curriculum and presenting expertise training and security awareness to Department of Defense (DoD) military, civilians, contractors, and other Federal agency personnel. She also worked for Washington Headquarters Service, Office of the Secretary of Defense as an Adjudicator, Personnel Security Specialist, Security Awareness Expert, Total Quality Management Liaison, and Special Security Contact Officer where she managed the DoD Congressional Program and all Presidential Commissions and Advisory Boards relevant to the United States DoD.
Dr. Ballard-Blakes participated in the Joint Security Task Force Center/Personnel Security Research Center (JSTC/PERSEREC) Personnel Security initiative, the US Office of Personnel Management Suitability Working Group, the Joint Reform initiative of qualify improvement in adjudicative processes, the Performance Accountability Council (PAC) Training Subcommittee, and the Security Adjudicator Working Group (SAWG) as a Senior Personnel Security SME. Dr. Ballard-Blakes was a key member of the Department of Defense (DoD) ground breaking initiative to develop the first Professional Certification Program for DoD Professional Security Clearance Adjudicators. Additionally, Dr. Ballard-Blakes has provided several security related briefings and training on Capitol Hill. She holds the title as the first Adjudicator/Personnel Security Specialist selected to attend and graduate from the US Air Force Squadron Officer’s School. Dr. Ballard-Blakes is also a graduate of the DoD Executive Leadership Development Program.
Dr. Ballard-Blakes is a strong proponent of education; possessing a B.A. in Print Journalism from the University of the District of Columbia, a M.A. in Management from Webster University, and a PhD. in Education and Organizational Leadership awarded by Argosy University.
